Joshua E. Marshall**, President, CMC 721
Through employment of innovative techniques and equipment, Josh has expanded and modernized our operation. He graduated magna cum laude from the University of South Carolina with a B.A. in Economics in 2008, joined the maritime workforce in 2009, and became certified as a Marine Chemist in 2013. His efforts to streamline local shipboard confined space rescue protocol have involved coordination with multiple repair yards and contractors, the North Charleston Fire Department, the U.S. Navy’s Military Sealift Command, and the U.S. Coast Guard. These efforts set important and constructive collaborations into motion, leading to numerous technical training sessions and greater understanding of how all parties can best contribute to rescue scenarios. Josh has served as an Atlantic sectional delegate (July, 2017 – April, 2019) on the Marine Chemist Association (MCA) Executive Committee and the Independent Marine Chemist (January, 2019 – June, 2024) on the Marine Chemist Qualification Board (MCQB). He currently serves as Chair Elect (July, 2024 – July, 2026) on the MCA’s Board of Directors.
David J. Miller**, CMC 663
Drawing upon over forty years of experience in our industry, David provides creative and economical solutions to complex issues. After graduating from Purdue University in 1978 with a B.S. in Chemical Engineering, he managed engineering and barge cleaning operations at National Maintenance & Repair near St. Louis, MO. Here he was responsible for environmental permitting, safety, and oversight of several large capital projects, including design and erection of a coal gasification facility. In 1990 he became an NFPA-certificated Marine Chemist, settling in the Charleston, SC, area, where he worked to improve local marine confined space and hot work safety procedures. Soon he was traveling throughout South Carolina, surrounding states, and often to the Virgin Islands for inspections. With the rise of the largest commercial shipyard on the east coast, David saw a need for a local ship tank cleaning team to be at the ready. He organized a company for this purpose in 1998 and continues to run this and other companies, now focusing primarily on his ranch operation outside of town.
Casey M. Rawson, CMC 742
Casey began his maritime career by enrolling in the United States Merchant Marine Academy (USMMA) in 2011. Just two years later, our group had the pleasure of working with him during his 2013 Ship Superintendent Internship with Detyens Shipyards, Inc. After graduating from USMMA with a B.S. in Marine Engineering and Shipyard Management in 2015, Casey enlisted in the United States Navy Reserve’s Strategic Sealift Officer Force and served for several years with Military Sealift Command (MSC). During his time with MSC, he sailed aboard one US Navy Emory S. Land-class submarine tender, two Supply-class fast combat support ships, and two Lewis and Clark-class dry cargo ships; he also sailed previously aboard four other vessels while in the USMMA. With experience in maintenance, diagnostics, and repair of electrical and mechanical vessel machinery, execution and oversight of engineering tasks involving various vessel systems, and damage control training and implementation, Casey was well prepared when he began training to become a chemist in 2020. He was certified by 2022 and completed hundreds of inspections in Texas prior to joining our team in July of 2023. Fun fact: on top of all of this, he is an Eagle Scout, too!
Sarah Marshall, Secretary/Treasurer
Sarah joined the maritime sector in 2004 when she was hired to provide administrative support to our company’s predecessor, as well as a marine vessel tank cleaning company. She has served as our Secretary/Treasurer since 2013, and continues to maintain employment with the cleaning company in the capacity of Office Manager. Her responsibilities include accounting, billing, estimating, project support, insurance maintenance, asset and supply management, recordkeeping, benefit management, human resource management, development of plans, policies, and procedures, web maintenance, and more. Sarah holds a B.A. in Clinical Psychology from the University of South Carolina and is committed to contributing to the assistance and advancement of others and our industry.
